Cop Who Killed 12-Year-Old Tamir Rice Now Says ‘He Gave Me No Choice’

That report failed, or refused, to reach any meaningful conclusion about the culpability of the officers collectively, or Loehmann specifically, for shooting Tamir. Witnesses to the shooting are noted in the report as telling investigators that they could did not hear whether Loehmann shouted verbal commands to Rice before discharging his weapon.
