So, how does "one" strike at the root?

That "right" belongs to you, the individual, no one else can withdraw your consent for you. If one knows that the group that he is a member of is doing evil, and he does not withdraw his consent to be a member of it, he is an accessory before the fact. He casts his vote by consenting to remain a member.
