"For the demonstrators, water was a free gift of God and free access to it a human right. It seemed to them that it was as outrageous to charge for it as it would be to charge for the air we breathe. But there is an important difference between water and air. Water in the abstract may be a free gift of God, but the delivery of it to homes is not."
