Now the president has free gratis to make War anywhere he desires as long as it is cyber war. Exactly what does this mean at a deeper level than the surface intent that he can without an order from congress to make a cyber attack. Anyone willing to help me understand this position. It sounds rather scary to me and I have no idea what to think.
