I guess war doesn't really exist anymore according to our Overlords.
There is no more war, just "humanitarian missions", "foreign aid", "sanctions", and "armed conflict".
Dunford says the word "war" and Wicker nearly loses his mind. Then McCain basically shouts him down as a signal to keep the option of a no-fly zone open, without saying it would require war with Russia and Syria.
