"There is a firm belief that governments are superior to private interests and markets at managing the use of natural resources. Although many examples in recent history show the folly of this belief, Peru's experience with a vicious boom and bust in the 19th century provides a particularly compelling illustration of the wasteful, harmful results that come from delegating the use of precious resources to central planners."
