Spending Bill Earmarks Are Balancing Act With the Public
?This rhetoric holds a grain of truth for Rep. Steve Kagen, D-Appleton, who secured $25 million in earmarks in 2008 spending bills. The money he obtained on his own and with other lawmakers places him among the top half of the House of Representatives in securing money for pet projects.?
