Bush's $1 Billion Abstinence Campaign a Total Failure

"More than $1billion of federal money has been spent on promoting abstinence since 1998. The trouble is, new research suggests that it hasn't worked. At all." Isn't it nice to know that our tax dollars are being spent wisely?
