The ranchers like the cheap grazing and water available on federal property, which in effect, is a taxpayer provided subsidy. And as we all know from past history people are loathe to give up a "free lunch" paid for by others. The best solution here would be to privatize these lands or else set grazing and water fees at market levels. Do either one and these sorts of incidents will largely disappear.
