“Complaint investigation reports from 2011, 2012 and 2013 also reveal that many sheriffs and jail administrators blame district judges for handing out too many prison sentences, keeping their facilities packed as the state prison system also continues to struggle with a bulging population.” Perhaps criminalizing fewer forms of non-violent behavior would help reduce the “bulging population” and its attendant problems. But instead, we have things that “make sense,” like the below.
