Seabiscuit 2? World’s Largest Horse Registry Forced to Include Cloned Horses

The technology and debate are fascinating, but I can't quite figure out how what give a judge the right to force a private organization to include certain animals in their registry. What am I missing?

Secretariat's heart was literally 2.5 times larger than the average. The average being 9 lbs. His weighed 22lbs. I'm doubting that a clone would have the same abnormality. Secretariat was an average sire. Probably because he couldn't pass on the huge heart.
I would still enjoy seeing the outcome of the cloning.
