Why Does the .22 Ammunition Shortage Persist?

I blame it on hoarding more than anything else. Rimfire is the only kind of ammo you can't easily reload yourself, so you kind of have to hoard it because, as the Brady Campaign will remind you, it doesn't matter what kind of guns you have or how many, if you don't have any ammo for them.
